COMMUNICATION NAVIGATION SURVEILLANCE DEPARTMENT The DHMi Electronics Department is the main supporter of the Air Navigation Department in providing a Civil Air Navigation Service for Turkey. The DHMi Electronics Department is charged with the following tasks: COMMUNICATION - Turkey has attained the capability to provide an uninterrupted service utilising complementary VSAT and TDM networks. The controls and determinations of the international organisations regulate the level of compliance in Turkey. These have a direct affect on tourism, trade, external affairs and the revenue of Turkey, and define the class and category of Turkish Civil Aviation Flight, Passenger Security and Safety. Thereby, air/ground communications and an uninterrupted flow of radar data are of vital importance. To this end, a backup circuit utilising satellite channels (VSAT) for every station is in place, working in parallel with the TDM communication environment (continental circuit). This links the Air/Ground Transceivers of the stations and radars to the Air Traffic Control Centres. The aim of this backup circuit is to ensure an uninterrupted, reliable, qualified voice and data communication network between the ACC/APP and air/ground communication facilities/radar stations within Turkey. The COSPAS-SARSAT system comprises LEOLUT (Low Earth Orbit Local User Terminal), GEOLUT (Geo-synchronous Local User Terminal), RCC (Rescue Coordination Centre) and MCC (Mission Control Centre) units. Two LEOLUTs and one GEOLUT were installed in Ankara in April 2005. All three LUTs were successfully commissioned and the results of tests presented to the COSPAS-SARSAT Secretariat at the 19th Joint Committee Meeting. In parallel, in May 2005 the letter of notification of association with COSPAS-SARSAT was signed and submitted to the ICAO. Turkey's association with the COSPAS-SARSAT Programme became effective on 11 June 2005. The commissioning tests of the TRMCC (Turkey MCC) were successfully carried out between 19 and 22 September 2005 with the participation of the FMCC (France MCC) and ITMCC (Italy MCC). The FMCC confirmed the IOC status of the TRMCC on 6 October 2005 and thus the TRMCC has started to carry out its responsibilities in the TRMCC service areas defined at the 19th Joint Committee Meeting. The Secretariat has distributed respective tab-delimited electronic files of the TRMCC service area and revised the ITMCC service area. The commissioning of the TRMCC was processed in accordance with COSPAS-SARSAT rules and procedures in order to ensure FOC (Full Operational Capability) by the end of 2005. Subsequently, the TRMCC obtained FOC status on 17 January 2006 in the same service area as at IOC status. Moreover, the TRMCC has also successfully completed communication link tests with its SPOCs (SAR Point of Contact) (Afghanistan, Iran and Iraq) and full responsibility in this regard was transferred to TRMCC as of 1 June 2006. NAVIGATION AIDS - The training of DHMi technical staff abroad, the factory acceptance and preparations for infrastructure works of the ILS systems for Diyarbak›r 34, Sivas 01 and Gaziantep 28 runways have been completed. Installation of the ILS Systems began in 2006 and is continuing. - 14 DME Systems to collocate with VOR and ILS Systems have been purchased. - The installation of the Adnan Menderes Airport's DVOR has been finished and has entered service. - The ILS Systems for Antalya Airport 18L and 36R runways are in service. - The installations of ILS Systems for Malatya 21 and Konya 01 runways have been completed. - Technical support has been given by DHMi technical staff for the installation of the NDB Station in Georgia, - Technical support has been given by DHMi technical staff for the project works and the determination of ground for the installation of VOR and DME Stations for the Turkish Armed Forces. |
